Reviewed by: jfierro Date: 12/21/1999 The prisons are overcrowded and the police are understaffed. Tokill two birds with one stone, minor offenders with good behavior are trained to become cops. This just sets up a long series of POLICE ACADEMY style training sequences, some of which are funny, some of which are very unfunny. Never quite approaches the standard set by POLICE ACADEMY, which wasn't very high to begin with.
