Movie with Dick Wei to be IDed - please help

Can anyone help me please identifying a movie. This is the title screen:

The movie is with Dick Wei in a bigger role:

Oh if it helps, there is some text at the very beginning:

I have the feeling it's not a Hongkong movie but rather from Taiwan, but I'm not sure. Any help with this issue is gladly appreciated. Thanks.

Is the story took place in ancient times? The text talks about 響馬 (means "robber" which is an old Chinese term) but the DVD cover looks so modern. :?

The first part of the movie is indeed taking place in ancient times, when at some point the whole vehicle is beamed into the last century war era. Don't ask me deep details from the tale, the English subtitles are a pain to read due to the bad quality of that one.

I guess the poster shown above is of Chinese origin. I agree it has not much conjunction to anything I've seen in the movie. But those retitled 90s movies where the Photoshop artwork has next to nothing to do with the actual movie are a thing I'm used to now.
