A tailor in an economically depressed city begins wearing a police uniform shirt left by a customer, greatly improving his family's financial situation by shaking down motorists, and beginning a romance with a music shop clerk. Slow but interesting look at how the police use/abuse their authority, and how the increasingly desperate people begin to resort to violence and threats to try to achieve their version of justice.
