Lui (Leung Ka Fai), a limp-wristed cop, and Keith, his partner, are trying to locate a fugitive (Simon Yam), who in turn is trying to find his girlfriend Lulu (Carina Lau). Lulu's neighbor is Veronica Yip, and whenever danger threatens, the girls change into legendary masked villains the White Rose and the Black Rose (Veronica Yip does a hilarious parody of Brigitte Lin), rival martial artists whose fight with kitchen utensils is exciting and a little strange. Adding to the confusion, characters spontaneously break out into song and dance numbers. In the end, both Roses get their cop boyfriends, and we're left smiling and scratching our heads, as usual.
