Nope, he's not in the movie at all (unless it's as a stunt double). You can see him in the "Making Of" on the 2nd disc of the Mei Ah release though

If you go here, you'll find a documentary by Korean-Canadian documentarian Yi Sun-kyung called MADE IN HONG KONG, which sounds a lot like the one you're describing. I've wanted to see this doc for awhile as I've seen the director's work on North Korean and the Korean experience in Canada. If Jackie Chan appeared in the one you say, then this is likely it, although Yi's website doesn't have much info...
