While I am sure that Canada can't really be the diverse, multi-cultural, immigrant friendly North American oasis that it seems compared to its neighbor to the south, at least based on what little we in the USA stumble across regarding such things, it is surprising that Canada had such a seemingly retrogressive policy.

It would also seem to be a complete nonstarter in La Belle Province where at least up to a few years ago they were recruiting potentially Francophone immigrants from former French colonies in Southeast Asia, the Middle East and North Africa.

OK, fine, we've got weird policies. It's entirely the fault of the British, you know. They gave them to us in the first place! It probably started with "40 acres (of snow) and a beaver". That'd drive anybody south!
