There's also a Jackie Chow (Kong) with the same characters as Chow Kong (1) and only one film to his name.

Looks very likely that (1) and (2) are the same person, yes... probably (1) was added from visual ID and (2) from credits? Anybody remember doing either for Haunted Cop Shop & Romancing Star III? (it really would be good to have a tag for whether a cast entry was added from visual ID or credits!).

Don't know what to make of Jacky Chow, but his alias of Chow Kong (2) conflicts with the main name of Chow Kong (2)!

I added Chow Kong (1) to the two movies long time ago because I've seen him in that movies and not because of the credits. I think you are right that (2) is the same person.

I don't think that Jackie Chow is Chow Kong (1) because (1) is not at the "Duel of the Tough" cast page:
