I'd be surprised if this was actually from 1994. It looks to be produced at the same exact time as This is Kung Fu (1983)

if a movie is filmed in PRC or in Vladivostok that does not mean nothing... as you can see crew members are from Hong Kong. Same for "Dragons of the Orient". Also according to the HKFA is a HK movie.
