According to the HKFA entry of Princess-D, the roles of tatoo masters are:
Yuen Fu-wah (as tattoo master), Fong Shik-yam (as tattoo master) 方錫欽 So if our credits are correct it should be Fong, his only other listed HKFA credit is Road of Dead (1999)[added].
