As Magic Wong pointed out, this is Oscar aka Oscar Siu Yun-pong. In this film, he plays "Ruan Zhi-Ming":

Whomever entered the original cast info for this film ID'd this character as being played by Sung Boon-Chung, presumably on the basis of a very vague resemblance, and they added Sung's name to the DB cast list. Both Oscar and the erroneously-included Sung Boon-Chung have the same character name at the moment, but I will remove Sung Boon-chung from this film altogether in the next while.

If you view the DB in Chinese, someone (Magic Wong?) entered his character name as ??? (Cheung Kwok-tak?), as it appears during the final credits. Probably just a typo in either the credits or the screencap above, but I'm fully convinced this actor is Chan Chi-Hung. HOWEVER, clicking on his name brings up the filmography of THIS old dude . . .

who absolutely, positively does NOT appear in this film. I believe we'll need a new Chan Chi-Hung entry created to split these guys apart - "Chan Chi-Hung (2)" maybe?
