Frank Chang/hkfa; according to a wiki entry he is later primarily a Mandarin voice dubbing artist with many credits for Jackie Chan, Sammo Hung, Chow Yun Fat, Andy Lau etc. Also his brother, Cheung Pui Shan, dubbed for Bruce Lee. Here is a photo, so maybe Frank looks similar:
