How sure are you about Kenji Tanigaki? It sounds right as he says in this interview that he studied under Yasuaki Kurata and went to HK to work in 1993:

Are you sure it's Gary Mak? I wanted to know for a long time the name of this actor but i'm not sure it's him. Can anyone check his name in the titles of the movies "Ghost House - A True Story" (hkmdb lists everyone except him, but this actor plays there one of the main parts) and "Leave Me Alone" (he plays a doctor there)? And btw I haven't seen him in "Spy dad" although I watched it closely couple of weeks ago.
