Might be Ko Man-Chit, not certain though, have seen him in a few of my Taiwan movies, but credits have been rather poorly done, making it a rather hard task to ID them.

One of my images from Radical
Would love to have a third movie where they are credited to make sure.
Maybe someone else with a better eye and some time can check against those two movies and see if there are others that resemble actors from Chasing the Killer in Vietnam.
