I think you mixed up Frankie Chan and Chan Wing-Chung.
I'm not sure if Foo Wang-Daat is correct.

I forgot one point here... I did not see Mark Houghton anywhere in this film. If no one objects, I'll remove him from the cast list in 15 days.

In the 126th minute of my Universe DVD (again with terrible 5.1 sound) two cops enter a room. One looks very much like Mark Houghton. A very brief scene.
