That name is listed in WALK ON FIRE with "Unknown 80s Police Actor (2)" in a good supporting role (see my image). In FORTUNE CODE and a few other movies the role name of "Unknown 80s Police Actor (2)" is Hak Chai/Blacky.
By the way: a possible name for "SB-Actor 39" is also in WALK ON FIRE: Lo Yuen-Ming.
