Turbo is also known as Turbo Kong. He appeared in the opening of Batman Begins as the prisoner who attempts to bully Bruce Wayne. The credits listed him as Turbo Kong and it is in fact the same person who appeared in King of Debt Collecting Agent and Shark Busters

Looks like he's in a few other pictures, if that link can be trusted: DOWNTOWN TORPEDOES, TOO MANY WAYS TO BE NO. 1, WHO'S THE WOMAN, ALL'S WELL ENDS WELL 97 and HONG KONG NIGHTCLUB (although the title they use -- 95???? -- seems odd). Unfortunately, none of these have extensive galleries, so perhaps it's best to wait until we can actually spot him?
