Actor question from ONE NITE IN MONGKOK

Does anyone know who plays the villain "Walter" in ONE NITE IN MONGKOK? He doesn't get credit, and although he looks a lot like Ng Man-tat it's not...is it?

And he has been doing movies from 1980...
So he is not a new face...
