Another key issue: Why was Ms. O'Brien housed in a modest building without the ultra-tight security precautions that other agencies provide? At the bigger agencies in Shanghai, the models are placed in gated compounds where everyone is scrutinized by guards before being allowed to pass through the front gate. Further security is provided by guards and doormen who watch the entrances of each building 24 hours a day to prevent strangers from slipping inside.

While security guards kept an eye on the apartment tower where Ms. O'Brien lived, there was no exterior gate to control entry to the five-building compound, which is located on a busy street near a red-light district. The apartment towers are within a few metres of the bustling sidewalk. Even after the killing, journalists were able to walk into the compound without being challenged.

I was wondering about the whole building security, too. Now, reading about the proximity to a red-light district, it's especially curious.
