Any idea who that unfortunate alias is?

His name does not appear in the Chinese credits (the shot where he appears has been cut).

Anyway I found that "Shiao Hai" is "Siu Hak" (Blacky Ko) and "Shiao Quen" is "Siu Boon". Added.

In that movie Siu Hak ?? is not Blacky Ko, it is Cheung Hung-Gei:

Cheung used that alias also in LEG FIGHTERS and FIGHTING ACE. In all three movies is not Blacky Ko who used the alias Siu Hak in other movies.
