The one you first got identified as Alex Fong plays the role of the 'Rainy Killer'. I and two other editors on HKCM, think he doesn't look like Alex Fong.
The motorbike cop is called 'inspector Koo'. Two editors on HKCM think he is Alex Fong.
That's all I can say about it.
